Modernization of curbside recycling

Curbside recycling is in the midst of a transition towards a modernization based on Extended Producer Responsibility (EPR). Éco Entreprises Québec (ÉEQ), as the Designated Management Organization (DMO), is now in charge of managing the curbside recycling system. In this capacity, ÉEQ is leading the modernization with responsibility, equity and vigilance.

Why modernize the curbside recycling system?

Modernization is the result of more than a decade of reflection and studies co-created with the Québec government. The findings are that producers need a greater level of control and transparency over the system, including accountability from service providers.

Through the DMO, producers will now have full control over the system and will be responsible for developing, implementing and funding the system. They will own the material, have an incentive to integrate ecodesign into their business model, and become accountable for the performance of the system.

Why a membership contract?

As set out in the Regulation, every producer is legally obligated to become a member of the DMO, and must therefore sign a membership contract and agree to general conditions as well as policies. This contract formalizes the mutual responsibilities and commitments of the DMO and the producers. In the interest of simplification, unless your company has already become a member via the membership form, it will be mandatory to confirm its membership on the submission page of your 2023 report.


Who is Éco Entreprises Québec (ÉEQ)

ÉEQ is a private non-profit organization representing companies who market containers, packaging and printed matter (CP&PM) in Québec in their responsibility to finance the costs of effective and efficient municipal curbside recycling services. Moreover, ÉEQ is mandated and certified by RECYC-QUÉBEC to:

  • Prepare and submit Schedules of Contributions (SoC) to the Government of Québec;
  • Collect CP&PM reports and contributions from companies subject to the Compensation Plan;
  • Ensure compliance of targeted companies.
